New OC: Lucy

The background to this character is I wanted a character with big fluffy cloudy hair, so this little bun came into existence. 

Her name is Lucy, and as far as any powers go she doesn't have much. She prefers to float in the air rather than stand or walk, but when she does she's almost always on her tip toes. She can extend her hair out and form a larger cloud under her to sit on too. She can make light rain, and some wind, and some lightning too but because she's only five feet tall and not the size of an actual massive storm cloud, her 'lightning' would be about as lethal as a strong static shock from a carpet.

About her personality. She's mute for one, she doesn't talk. She also loves cute things, to the point where one might misinterpret her as having a crush on that cute thing.
